No they can't, they have rules and guidelines to follow. Tagliabue actually went out on a limb by giving him 5 instead of 4 and saying it was because he was such a high profile p_layer_. Technically Irvin could probably challenge that and get it down to 4 because the rules of the NFL's drug policy say 4 games. If I were slightly more paranoid, I would say that Tagliabue wanted to stick that extra game on because the fifth game of the season is on the road against Philadelphia, and he wanted to hurt Dallas' chances against (IMHO) the only semi-legitimate challenge they will have for supremecy in the NFC East. If this is true, though, Tagliabue may have outsmarted himself.  If they had gone with the standard punishment, the Cowboys would have gotten cap relief for the _base_ salary Irvin was scheduled to make for those five games
